The estimation of social- economic and environmental problems of the Prichernomorsky zone of Ukraine on an example of the Odessa oblast was carried out. The mechanism of ecological-economic regulation with use of financial and economic tools was created.
The longperiods dynamic pattern of growth of general dry biomass of agricultural cultures is offered, in a basis which the equalization of logistic curve, based on supposition about the swaying processes of biological time of plants in ontogenesis, lies to. The period of vibrations of biological time and amplitude of vibrations are wholly and fully determined by tension of factors of external environment. Research of model is conducted and positive estimation of its adequacy is got to the real object of researches. It is accounted for the fact of parabolic dependence of growth of biomass from the state of tension of factors of external environment. Differential equalization of vibrations of biological time in ontogenesis of plants is given.
In work, on the basis of the analysis of a logistical curve of growth of plants communication between processes of current of biological time and gas exchange of plants is given. It is considered, that gas exchange of plants depends on set of factors of an environment. The results of numeral experiments as evaluated by influencing of droughty, moist and middle of long standing terms on development of population Colorado beetle and forming of productivity of potato as it applies to the terms of the Chernigov region. In the basis of numeral experiments the model of forming of productivity of potato and development of population Colorado beetle at different agrometeorological terms.
For to provide stable and ecologically safe development of the economy of Ukraine, the systematic approach is necessary. This approach should be based on analysis and research in economic-ecological system, the development of which should reflect and be based on the strategy of the state innovative policy.
The results of numeral experiments with a model as evaluated by influence of different terms of origin of phytohthora on forming of harvest of potato are expounded.
Numerical computation of sunflower development rate subject to the factors of light, warmth and moisture is given analysis in the paper. The suggested computation of the development rate could be used at making prognoses for onset of phenological phases of development of crops, and currently can be used at computations of biological time axis in dynamic models for productional process of plants.
